Sending and Receiving GIFs does not work

Sending and Receiving GIFs does not work. You can select and send one but it does not show up in our chat history nor does it send to the receiver of said GIF

Can not receive inbound SMS

I can send SMS successfully outbound to my cell phone (T-Mobile) and to Google Voice, but cannot receive SMS from either provider.
